Memorandum and recommendations as to

the banishment from the Colony of persons

connected with the Organization at 172

Nathan Road and with the Nam Chim Sh'e.

It is necessary first to mention the existence

in Hong Kong of the Nam Chim ch'e. This is a society whose

objects are stated to be co-operation, mutual aid and

mutual guidance. To what ends these three objects are

directed is not stated. It is, however, especially note-

worthy that the leading officials of the Nam Chim Sh'e are

all members of or connected with an organization which has,

at any rate since August 1938, been making elaborate

arrangements for the formation of and murders of an

assassination squad. In fact, so large a part of the

activities of the society's members is concerned with this

work of extermination, that one wonders if the co-operation

aid and guidance are ever used for or directed to any

other end.

In this connection it is important to mention

that none of the documents found at 172 Nathan Road and

referred to in reports made by Acting Sub-Inspector Ellis

discloses anything of a nature which one might expect to

find among the activities of a society with objects such

as those mentioned than which, prima facie, nothing could

be more innocent.

The President of the Nam Chim Sh'e in Hong Kong

is David Kung, son of Dr. H.H. Kung, Finance Minister in

the Chungking Government.

David Kung is also one of the

three Managing Directors of the Hong Kong Branch of the

Central Trust of China, one of whose offices is at

172, Nathan Road. As Acting Sub-Inspector Ellis says,

David Kung's standing is of the highest but it is equally
